What will be the key operational functions of the organisation?

I'm starting this as an 'unprompted' thread to maximise latitude for a variety of views and opinions.

Please feel free to 'brainstorm' and post any ideas even if they seem over-optimistic, unachievable, vague or otherwise imperfect at this stage.
